A confidential military contractor to the United States Special Operations Command, as well as other federal agencies, requested that a Spill Prevention Control & Countermeasures (SPCC) plan be prepared for one of their facilities. The facility operations were contained in 19 buildings totaling over 1,000,000 square feet. The facility has a variety of oil containing materials such as; diesel, waste paint thinner, waste motor oil, cutting fluid, and hydraulic oil stored in bulk.
A complicating factor with preparing the SPCC plan was that the materials and their storage locations are constantly changing. This is due in part because the US Special Operations Command frequently needs goods and services on short notice allowing little time to prepare. Therefore, the SPCC plan had to be written with a great deal of flexibility so revisions to the plan can be made quickly without rewriting large portions. Several site visits were necessary to document and evaluate oil storage locations as changes occurred on-site. Once the facility operations stabilized, the SPCC plan was submitted for corporate review.
During the drafting of
the SPCC plan, it was determined that two of the above ground storage tanks
(ASTs) on-site should be removed and replaced by a single AST. Alpha-Omega
was then requested to draft a statement of work for installing the new tank,
design a concrete containment wall, and provide construction oversight.
Additionally, one of the ASTs removed from the site was rejected by a metal
scrap dealer because of elevated radiation readings. Alpha-Omega was requested
to evaluate the tank status and offer suggestions for disposal options. We
collected radiation readings using a handheld Geiger-Mueller meter and drafted
a brief letter detaling available options.
Due to the success of the SPCC plan, Alpha-Omega has been requested to prepare a Spill Contingency Plan and review the facility stormwater Best Management Practices (BMP) Plan. In addition, several other facility plans and permits have been discussed for future consultation.
