Republic Bank was
in the process of building a branch facility in southwest Louisville when
piping indicative of an underground storage tank (UST) was discovered. The
site was a former service station that had three USTs removed previously.
QORE Property Sciences was contracted by the general contractor (Marksbury
Cornett) to conduct a subsurface investigation to establish if a UST existed
and if so, remove the tank. Mr. Lloyd was the certified contractor responsible
for managing project activities. During excavation to establish the presence
of a tank, one 2,000 gallon UST was found and three more USTs discovered after
overexcavation.
BTEX
and Lead were discovered in excavated soil that was disposed at Outer Loop
Landfill. Approximately, 2,000 tons of soil was removed from the site during
two excavation events. BTEX was also discovered in the pit water. Over 25,000
gallons of water was hauled off-site for recycling.
The construction of the new bank continued throughout the corrective action
activities. This made coordination of site activities of paramount concern.
Through Mr. Lloyd's experience at hundreds of similar sites, only minimal
delays in building construction occurred. Numerous time-saving techniques
were used without compromising regulatory interaction. Due to the timely response
in removing the USTs and subsequent corrective action, the site construction
was able to be completed on time despite the unexpected discovery of the four
tanks. Also, the corrective action activities were completed within the established
budget.
